_Other_ mp3 encoders? Vorbis != mp3 :-)

And yes, various mp3 encoders suffer in quality. But mp3 only has a
12 bit dynamic range (in the inside, per coefficient), so there is
headroom for spilling bits. Still, the ISO code for example, totally
spoils quite some bits (in the transforms, for example; it has the
"let's just add all these 512 numbers" problem).
