It worked yesterday. It's broken today, and needs a one line fix. (oh, and
it's ogg, not oog). I'll get the fix committed later today, but if you want
to try it before I get that done, just add this to os_types.h, inside the
_WIN32 guard:
#define vorbis_size32_t int

Apart from that minor issue, everything is happy under windows.
