[vorbis-dev] Argh, preecho mistriggers

OK, I identified the short block trigger problem.

The preecho trigger essentially has a resonant frequency; beats caused by
strong tones around this central resonance (and its harmonics) look like sharp
spectral changes and trigger the short-block mechanism erroneously. Trumpets
and speech (with their strong fundamental and regular harmonics) cause it to go
postal.

This should be relatively painless to fix, but I'd better do it after some
sleep.
