Actually, other folks now totally own the toolset.  I might make
requests from on high, but I have little to do with things outside the
lib right now.

If a current tool maintainer wishes someone given CVS access, I'll be
happy to grant it.

Only dlsym; it exists most places but not everywhere.  I'd consider it
reasonable (for the time being) to require dlsym as a design decision
so long as that's explicitly stated.
