[vorbis-dev] New MDCT committed

Since getting the MDCT right is a big deal (and I just committed a new
from-the-ground-up implementation), please let me know if this new
MDCT breaks anything.

(The new version is about 35% faster across the board, much faster in
special cases.  It requires a power-of-two multiple of 64 size).
