Symmetric Extension Transform. Basically uses certain properties of the
wavelet to enable you to extend the block to 2^x, then chop off a
certain amount of the wavelet-transformed data, resulting in a
non-expansive wavelet transform for non-2^x block sizes.
I'll see if I can't dig up the paper.
