The Vorbis comment header is at the beginning (it's the second stream packet).
The XML stream type would be a true stream.

Well, it's orthogonal capability to Vorbis.  You can put any information into
the [proposed] Ogg metadata stream you want to... it's up to the playback
software to decide whether or not to ignore it ;-)
