[vorbis-dev] Compiling the 'cmdline' demo

The commandline demo is unfinished (see the mailing list for 'State of Vorbis 
announcements) and is not part of the main build sequence for that reason.

For code-related issues, vorbis-dev is probably more appropriate... but either 
would have done (either is preferred to both).
