[Tremor] LOW_ACCURACY mode and MDCT improvements

We've also rewritten the original Tremor MDCT in ARM asm, and many of the otherperformance critical parts as well.  However, the old MDCT with full asm was still slower then the new with no asm at all.  Is his code available somewhere?
