[Tremor] Merge of Vorbis v1.2.3 code to Tremor

I merged Vorbis v1.2.3 code into Tremor to get support for interleaved Ogg file streams. This was started with v1.2.0 Vorbisfile source to use separately linked Ogg library, and updated to v1.2.3 when available.

The changes were localized to Ogg API support, mostly in vorbisfile.c, plus info.c and synthesis.c. No changes were intended for any of Tremor's fixed-point decode and quantization routines.

The patch file generated from the Tremor SVN source archive is about 112K.
