[theora] Indexing Ogg files for faster seeking

Updating recent progress on the Ogg index...

I've updated my spec for Skeleton 3.1 with Keyframe Indexes to now store 
all timestamps as rational numbers, as a fraction of seconds. I've 
updated my indexer and validator at http://github.com/cpearce/OggIndex 
to do this. We've also updated ffmpeg2theora, and new builds of 
ffmpeg2theora and OggIndex/OggIndexValid can be downloaded at 
http://firefogg.org/nightly/ Thanks J!

I've updated the Xiph.org wiki at http://wiki.xiph.org/Ogg_Index to 
include the up-to-date spec, and to point to new Firefox index-capable 
builds.

Any comments on my updated "Skeleton 3.1 with Keyframe Indexes" spec?

I was hoping that we can shake out any last comments out of people at 
FOMS this week, and then make this into an "official Xiph standard" if 
possible.
