[theora] XiphQT Installer for Microsoft Windows Created

Never mind...
The problem is with the tester.
I was trying files with names >64 characters which QT couldn't handle. This is embarrasing...
QT is able to play my Ogg Vorbis & Theora files with =<64 character filenames. They just doesn't show up in the file list.
