I don't do windows, but I hear the problem is mostly that no one uses 
directshow for encoding, so a plugin that sets up the graph and 
implements an icecast source client might need to be written. Illi?

ffmpeg2theora does run on the windows commandline, which is a better 
option than running a linux install (even in vmplayer)...
