An example (a random excerpt from my test runs,
this one included swedish subtitles into the encoded videostream
and used a filter and relatively low quality for maximum compression) :

theora-encoder -va -vf -va crop=704:424,scale=528:320,hqdn3d=4:3:6 \
  -va -slang -va sv -s 64 -S 45 -a 0 -v 5 -o 528-320-5-0-436.ogg dvd://1

You may end up with a pretty long command line, if you want to set
many parameters, but it works nicely.
