Have you looked at imagemagick ? There is also frei0r, which aims to create
a set of basic cross-platform plugins, and is in pretty active development.

LiVES is an audio/video server with a GUI front end. It can also be
controlled remotely using OSC, although it is used primarily on the desktop
for VJing and video editing.
