We haven't changed MIME type. You should not use non-experimental mime
types such as this without them having been formally registered.
video/ogg is not registered, so should not be used at the moment.

video/x-ogg would be the appropriate experimental variant.

Some people plan to go through the process to register additional mime
types in the future,  presumably including this, but nobody has
started to do so to my knowledge.
