Sorry, I wasn't thinking clearly. The overhead has nothing to do with 
this. The Ogg page overhead is 27 bytes + 0.4% of the packet size, so 
it scales with the datarate unless you've got *really* low bitrates, 
like number 1 kbps.

Thus if it's 10 kbps overhead in a 1 Mbps stream, it's only 1 kbps in a 
100 kbps stream.
