[theora-codecs] theora ultra low bitrate support (vp3 style)

I noticed the difference in decoding speed, even with the pre-QT6 safe
codecs. Were the same compilers used?
In any case, I am not terribly fussed, I am mainly curious about why
there would be differences in the decode speed.
