[theora-codecs] theora ultra low bitrate support (vp3 style)

I suspect all these issues have to do with scaling code in QT. It's very hairy how QT and the
codec negotiate colorspaces and such. The VP3 code never changed re: optimization, it's virtually
the same code in every release.
