[theora-codecs] theora ultra low bitrate support (vp3 style)

This was reported by Colin before, but to be honest I could not reproduce
his results. It looks like it could be a preprocessing threshold issue (he
mentioned it was happening on a Beige G3 I believe), but in my test machines
I get the same decoding performance.
