[Speex-dev] Resampler set_rate improvements

Hi Wim,

After reviewing and testing, I merged all but patches 3 and 5. Patch 3
("resample: avoid creating rounding errors in the phase") with
./configure --enable-resample-full-sinc-table led to a dramatic
slowdown when running testresample2, so perhaps this should be a
runtime option. Similarly, since patch 5 will lead to a loss in
accuracy perhaps it should not be the default behaviour.
