[Speex-dev] The meaning of "lookahead" value

Hello all,
Can you please explain what does "lookahead" value mean?
As I see in speexenc.c exactly FRAME_SIZE samples are given to the encoder every time speex_encode_int being called.
Does the lookahead value of 8.9 ms (for wb) mean that 8.9ms of silence will be encoded in the first fream and its timestamp must be decreased by 8.9 ms? Or the first encoded frame will be just shorter by 8.9 ms?
