1. If we don't specify a SPEEX_SET_VBR_MAX_BITRATE, or a (standard)
bitrate, then how is the bitrate of SPEEX_SET_VBR mode constrained in
wideband mode?

2. Is a SPEEX_SET_BITRATE parameter utilized in SPEEX_SET_VBR mode?

3. If the encoder is set into SPEEX_SET_VBR bitrate mode and wideband
sample rate mode, with all other remaining parameters at their defaults,
what will the "bitrate" be?
