[Speex-dev] FFTW3 for libspeexdsp

Small update.

This makes --without-gpl-fftw3 do the expected, and also allow 
--with-gpl-fftw3=/path/to/fftw3 for alternate installs. It also zeroes 
the imaginary of the nyquist element; it works without it, but it's 
recommended to do.
