[Speex-dev] [OGGDSF] dsfSpeexEncoder, patch to generate correct number of audio frames

Hello,

Following my previous fixes for Theora encoder (that I posted to theora-dev
ml), here is a similar patch for speex encoder. It is also needed because
sometimes, not enough audio frames are generated by the encoder, and the
playback application lose sync between audio and video.

Note: the first patch was already posted in theora ml, so I just add it here as
reference, because it is needed.
