[Speex-dev] Speex speech coding is done in Time or FrequencyDomain?

First, I've no idea what you mean by static compression vs. streaming.
Second, Speex just compressed voice. How you send it is up to you. Speex
can be used in any voice application, except maybe in cell-phone type
devices (which would require a few changes). It can definitely be
transported over file, TCP, RTP, ...
