[Speex-dev] Problem with win32 libspeex-1.1.9 dynamic dll

Hello,

This is the first time I'm writing to developers mailing lists, so be 
patient with me.

The win32/speex.def -file seems to be missing line:
"speex_lib_get_mode"

This causes that function to not to be exported. I haven't yet tested 
the fix.
