[Speex-dev] noise, low pitch, size

Hi

I have encoded speech files using Speex. After decoding, a constant noise
has become part of the sound and also, the pitch of the sound has fallen
(lowered) a bit. It seems as if the speaker was feeling suffocated.
Moreover, size of the decoded file is larger than the original (This problem
is with "speexdec" for windows also).

What can be the reason? Are there any parameter settings that can be done to
avoid this?

I am using 16 bit, 8kHz PCM.
