[speex-dev] Speex 1.0 is out!

Hi,

This is the moment you've been waiting for! Speex 1.0 has finally been
released. This means that the bit-stream and API are now officially
frozen. As usual, you can get it at http://www.speex.org/ and the press
release is located at http://www.xiph.org/press/2003/nonprofitspeex1/
