Have a look at Table 4
(http://www.speex.org/manual/node9.html#SECTION00094000000000000000) for
narrowband. Basically, if you can afford the bandwidth, 15 kbps is
almost transparent, while I'd say 8 kbps is "good".
For wideband (16 kHz), I can say that 27.8 kbps is really near
transparency, 20.6 is good quality and 9.8 kbps (still for wideband) is
acceptable.
The best is to see for yourself. I summarized a couple bit-rates, but
there are intermediate values. There's a total of 8 different bit-rates
for narrowband and 10 for wideband.
