[speex-dev] new version of testenc

I'm planning to use the testenc program as a check to make sure
fixed-point changes don't break stuff.
I made some changes to testenc.c so it writes out the SNR for the
coding+decoding of the entire file, using a group delay equal to half the
frame length. Some code was there already, but it spit out a stream of
numbers that weren't what I was expecting.
<p>a sampling of voice files yields,
16.6 dB
18.8 dB
17.9 dB
( 5.8 dB for random binary data )
Sound right to everybody?
Can I get cvs access so I can commit this file?
