SV: [speex-dev] Bitrate in encoder

It actually sets the bitrate.. If I debug and set it to 0 before the
line is run, it will again be 24600 regardless of the quality set.. The
code is inside a quicktime component so the calls are kind of scattered
in the source.. I will try to make a "pure" speex project and see if the
problem remains.

The encoding works fins, coding at the specified bitrate... That I NOT
the bitrate returned by speex
