[opus] static only builds shared with 1.0.3

Hello.  As reported by a user, when building 1.0.3 with ./configure
--enable-static --disable-shared
it seems to still build shared components with 1.0.3 and 1.1.-beta, but not
with 1.0.1 (that one works well).
Thought I'd point it out to you.
