[opus] Audio quality for or different samping rates but same audio bandwidth

Could you be a little more explicit about what OPUS/24000 means? Are you
calling libopus from C, or using some other encoding method?  What does
"audio bandwidth set to narrowband" mean?  What version of libopus are you
using?
