[opus] Audio quality for or different samping rates but same audio bandwidth

Hi,

We have observed a noticeable difference in audio quality for OPUS/24000 with audio bandwidth set to narrowband mode compared to OPUS/8000. The observation was that OPUS/8000 have better quality compared to OPUS/24000 in nb mode.

All other settings was the same is this expected behavior?
