[opus] Opus Java library

Hi,

I've seen several requests for a native Java Opus library. I'm quite keen
to see the Opus codec succeed and realised that I can probably help in this
department.

First though, just trying to find out if a native Java lib would be a
valuable addition (Jitsi could probably use this, for one).

Fortunately I think that some of the code from vorbis-java could be re-used:
http://downloads.xiph.org/releases/vorbis-java/

Of course, once complete there's also the task of maintaining it (which I
may not be able to do).

How much interest is there for this?
