[opus] Opus 1.1-rc is out

We have now released a third release candidate. This one addressed
issues with the fixed-point build, including a bad bug with CELT stereo.
Floating-point builds were unaffected. Unless we discover other issues,
expect the final 1.1 release real soon. In the mean time, please give
this a try and report any problems.
