[CELT-dev] tack + heap sizes ?

Hi,

The heap size required is for the encoder/decoder state. Right now
that requirement is around 4.5 kB for the encoder and 9 kB for the
decoder (per channel), but it's possible to reduce it if needed. I have
not measured the stack size recently.
