[CELT-dev] Variable frame size and API changes

Hi There,

44.1 Khz is the most used samplerate, downsampling is really something you
want to avoid.
But then again it depends on where you want to use the codec for.
I mean for a voip app, it doesn't really mather the lack of 44.1, either you
choose 32Khz of 48Khz for quality standards you might wish / need.
But when transcoding existing recorded material from format X to Celt...then
it could be negative to not have the option of 44.1 Khz samplingfreq.

Het is een raar fenomeen.

Maar echte Amsterdammers wonen er 20 kilometer omheen!!

I hate to see the loss of flexibility (ie 44.1). How about a
CFR/VFR switch so that you accommodate both variable and fixed frame sizes?
does this complicate the code too much?
