It's a deeply negative integer. We increment it when be break the
bitstream (well, at the least it's getting incremented between
releases with the bitstream is broken).
The current git celtenc/celtdec makes use of it: It includes the
bitstream number in the encoder string, and it warns when the file
bitstream mismatches the decoder bitstream version.
