i keep versions of it at http://people.xiph.org/~j/oggz/
looks like i forgot to update that for 0.9.9, you can get a more recent
version at http://firefogg.org/nightly/oggz-merge.exe

but will update the tools at http://people.xiph.org/~j/oggz/ soon.
