Sadly, it's not far from it (up to date versions might arguably be
better). There's no central package manager (or even the concept of a
dev package), and no well-known file system locations to install headers
or libraries to. This way someone checking the code out at least has a
chance of getting it to build without spending hours tracking down
dependencies and configuring path settings.
