I've done it various ways and it all works fine. 

CONFIG_USB=y
CONFIG_USB_DEVICEFS=y
CONFIG_USB_UHCI=y      (check your system for this)
CONFIG_USB_STORAGE=m
# CONFIG_USB_STORAGE_DEBUG is not set    (see my previous comment)
CONFIG_SCSI=y
CONFIG_BLK_DEV_SD=m

I think those are the relevant parts, I wonder if I missed something...
