FYI, oggenc when given the '-b 128' option actually maps it to -q4 VBR
encoding (which is in the ballpark of 128 kbps).  oggenc doesn't
actually try to satisfy hard bitrate constraints (like ABR encoding)
unless you give it the '--managed' flag as well as '-b'.  This is the
default behavior because VBR encoding is faster, sounds better, and is
more appropriate for most uses.

This has nothing to do with your problem, of course.
