[Icecast] htpasswd authentication

Hi,

I am configuring Icecast2 on a Windows 10 machine and have been struggling
with getting the htpasswd section configured correctly.  I have a file path
where the user credentials should be saved in.  My issue is when I open the
Web Admin page, the mount doesn't show the "Manage authentication"
hyperlink so I can add users.  I will send in my config file if that will
help.

I am not sure if I forgot to include any other information.
