Yes, that's a typical setup.

Icecast can not run on a pure web hosting environment. full stop.

VPS servers are cheap and suitable (Icecast needs bandwidth, everything
else is secondary). I'd recommend exploring that. Make sure streaming is
allowed in the ToS for offers you evaluate.
