[Icecast] Relaying with Icecast - stand-by or active all the time?

Yesterday, among many tests, it worked once but then I could not do it
again, I could not remember how he had done :)
But now is ok, running the mount point "oe3.mp3" in
http://186.56.96.133:8200
Then it must be that http://mp3stream7.apasf.apa.at is not a correct
link for Icecast.
