Hi,

debian disabled theora support in versions of icecast before 2.3.1-4
a workarround that worked for me in the past is to install libtheora- 
dev and
rebuild the icecast package:

   apt-get build-dep icecast2
   apt-get install libtheora-dev
   apt-get -b source icecast2
   dpkg -i *.deb
