I think you can set a mount to redirect to another mount, in case no
source is connected to that mount.
In that case, you could have it redirect to your relay mount (which
should be hidden) and then as long as
you're not streaming local mp3:s, you're relaying the other station.
I haven't tried it, and it's been a while since I set up an icecast
station, but I'm guessing it work.
