[Icecast] Problems using Stream Transcoder and Icecast 2.3.1 (Windows)

Nothing is different based on what you have described, some other 
information like what happens when a listener tries to connect or what 
happens when streamtrancoder connects will be informative. It's not 
clear whether the status.xsl page shows nor what the logs state.
